i have a similar qustion, i have seen a fugitive with a bounty of few millions. i called the FBI and they just asked me many questions instead of asking informations, is that normal? i thought the FBI is a legit organization, but meanwhile i can not assure his/her exact location anymore, why the hell is the fbi working that way?   
i mean if someone reports the exact location of osama bin laden for example, they first ask questions about the caller and afterward (few hours day weeks later) they start asking questions about the fugitive? wtf is this? or am i too inpatient? need some advide.

In the case of an arrest: probably about two hours, depending on server traffic. That’s the shortest answer I can provide without a thoroughly boring dissertation on NLETS. The arresting agency will receive a notice about a wanted person match in minutes, but it might take two hours to a day later for the fugitive agency to receive an automatic notice that someone printed their guy. Usually the arresting agency contacts the fugitive agency first. 

If it was done as part of a routine background check with no arrest, it could be weeks/months, depending on which means the prints were submitted. 

Extradition is an entirely different animal. It depends on the nature of the charges in State A, and what they were arrested for in State B. Some states have strict time limits for the person to be picked up (which vary widely, there’s no standard). If the charges in State B outweigh charges in State A, they may have to go through the legal process in State B on those charges before being extradited for the fugitive charges to state A.

This is governed by an interstate agreement to do it basically the same way everywhere, and there's a couple of steps that you need to understand. First, courts enter warrants at the request of law enforcement agencies (LEAs). The LEA enters it in NCIC, the National Crime Information Center, which is run by the FBI. All LEAs nationwide have NCIC access. However, the requesting LEA also states how far they'll go to get the fugitive: it might be in-state only, adjacent states, regional, or national (international gets complicated). LEAs don't get rewards for executing warrants, and neither do civilians—those rewards are for information leading to an arrest. 


When the WI police arrest the fugitive, they'll run him for "wants and warrants" (detainers aren't warrants) in NCIC. The CA warrant will then flag. Usually, nothing alerts the CA LEA that there's been a hit—rather, the WI LEA will call the CA LEA and say, roughly, "Hey, we got your guy. You gonna come get him? And when?"


If the answer is any form of "yes," the WI LEA will apply for charges. It's usually called some variant of "fugitive from justice," and that's the WI name AFAICT. Then the fugitive goes to court and gets arraigned. The bail hearing is weird, but usually the fugitive is held without bail pending pickup (if they agree not to fight extradition) or pending a long, convoluted action involving governors and collateral civil suits (if they do fight it).


Then the CA LEA sends people to pick up the fugitive from the county jail in WI, everybody signs a bunch more forms, and off they go. 


For a "high-profile criminal," let's say he gets picked up on Monday, and CA is notified pretty much immediately. He's arraigned on fugitive from justice charges on Tuesday. If he waives extradition and agrees to go, he gets picked up as soon as CA can get people (from the local PD or a specialized unit with the CHP or something) out to the WI jail. Maybe Friday if there's pressure due to the high-profile case. If he fights extradition, probably 3 weeks to 3 months to settle that, plus a few days to get the pickup team out.

Instead, over ₹14,000 crore has been recovered from him by the government, and he is still facing legal trouble in India. Meanwhile, Mukesh Ambani cleverly helped his brother Anil Ambani settle ₹48,000 crore of loans for less than ₹500 crore using the same IBC route. Even though banks have recovered most or all of the money, the core issue is not just financial — it’s criminal.

Vijay Mallya is not only accused of defaulting on loans but also of:

I started listening to the podcast but could not help think that Mallya is definitely not coming through well with his perception of him being brought as a regular youngster and not as a rich kid. He attends a top private school, interns in UK and the US, travels the world very young, goes on to race cars and win at India’s only track at Sholavaram and he still thinks he was not privileged and was brought up like any other kid? That kind of takes away the credibility for whatever he is saying and gives an impression that he will surely paint himself victim.

I don't think it's a PR stunt. Raj shamani didn't just sat there listening to his stories. He was asking genuine question. Do you have any question in your mind that he didn't ask which would have exposed him. However he did try to avoid few of the question. But all in all the conversation felt to the point. 
Even before this podcast. I knew about his stories and honestly he didn't seem like the bad character the way media was potraying. 
You gave the example of dawood. One simple question to him. Did you plan any terrorist activity in india. His Yes would have end the conversation there itself.
